“Whole Lotta Shakin’ Goin’ On”: Update and Observations on School District Withdrawals, and Possible Governance and Cost-Sharing Alternatives

Three years after the school withdrawal statute was enacted, more than two dozen municipalities have withdrawn from school districts—with decided consequences for students and taxpayers. Drummond Woodsum attorneys will explain what’s at stake for the school district, the membership vs. tuition debate, the withdrawal process, the key “deal points” in withdrawal agreement negotiations, and what happens when no agreement can be reached.   Panelists also will discuss changes in governance and cost-sharing, as possible means to address town concerns while leaving the district’s education and funding systems intact.
