Toby McGrath is non-lawyer consultant and Drummond Woodsum’s Government Relations & Campaigns Practice Group Leader. With more than 15 years of experience in the legislative and electoral process, Toby is a recognized leader in his field.

Prior to joining Drummond Woodsum, Toby worked in Washington, D.C. as Deputy Chief of Staff for United States Senator Angus King. In addition, Toby served as Chief of Staff to the Maine Speaker of the House of Representatives, as well as Chief of Staff of the Maine House Majority Leader. In 2009, Toby was appointed by President Barack Obama as the Assistant Administrator for Field Operations at the Small Business Administration, where his oversight of SBA activities across the United States gave him a national perspective on the issues facing small business.

Toby’s private sector experience spans strategic planning, coalition development and management, as well as providing legislative strategies for businesses and non-profits. As an expert in organizational development, Toby is able to assist organizations in aligning their mission, goals, and processes in order to reach their full potential and maximum success.

Toby’s considerable campaign success includes candidate races, referendum questions, bond issues, and grassroots campaigns in Maine, Massachusetts, and New Hampshire. As President Obama’s campaign manager in Maine, Toby managed successful races in 2008 and 2012.

In both the public and private sectors, Toby’s work has focused on telecommunications, regulatory, environmental, energy, educational, campaign finance, tax, labor, business, and appropriations issues.
