Rodney is a tax and business lawyer, with a practice focused primarily on representing businesses and owners in transactions such as mergers, acquisitions, financings, restructurings and dispositions, as well as in tax controversies before taxing authorities. He has particular expertise in international tax matters, regularly advising businesses and individuals in cross-border tax structuring and compliance issues. Rodney also has extensive experience in sales and use tax matters.

In addition to his business tax law practice, Rodney represents nonprofit organizations and governmental entities in tax-related matters. He advises private nonprofit organizations throughout their life cycles, on issues including formation, governance, tax exemption, joint ventures, political activity, and dissolution. Rodney also counsels tax-exempt borrowers on the issuance of tax exempt debt, including compliance with tax regulations governing the investment and expenditure of bond proceeds, and the use of bond-financed property.

Rodney’s international tax practice includes advising foreign businesses on investment and operations in the United States, as well as advising domestic businesses on their foreign activities. Among the diverse array of clients he has represented in cross-border matters, Rodney advises offshore and domestic investment funds on international tax compliance issues, including implementation of procedures required under the Foreign Account Tax Compliance Act (FATCA). Rodney also has represented dozens of taxpayers with undisclosed foreign financial accounts in voluntary disclosures of those accounts, and related negotiation with the Internal Revenue Service regarding penalties.

As a certificated pilot, Rodney also has a particular interest in aviation law. He represents clients in transactional and tax matters relating to leasing, purchasing, selling, and operating aircraft, including co-ownership arrangements such as fractional interests, as well as in regulatory matters involving the Federal Aviation Administration. Rodney is an adjunct professor of aviation law at the University of Maine at Augusta.
